Implementing Rules and Regulations
Effective na po ang batas na ito mula pa noong May 21, 2020.
Sa lahat po ng mga nagparehistro bago ang May 21, 2020 ay mayroon pong STATUS QUO. Ibig sabihin, hihintayin nyo po muna ang registration date ninyo. Halimbawa. May 20, 2020 kayo nagparehistro and backwards/earlier. After a year or sa next registration na po uli kayo mag-aavail ng Doble Plaka.
ITO PO ANG MALAKING PROBLEMA SA NGAYON:
Para po sa mga HINDI S KANILA NAKAPANGALAN ANG MGA MOTOR NILA.
SECTION 7.
Mayroon kayong 3 DAYS para i-report ang pagbili nyo ng motorsiklo sa LTO at mailipat ang name ng motorsiklo ninyo sa pangalan nyo. ITO AY MAAARI LAMANG GAWIN KUNG SAAN NAKA-ADDRESS ANG CR (Certificate of Registration) ng inyong nabiling motorsiklo. Halimbawa, sa Bicol unang inirehistro ang inyong motor. Sa Bicol kayo pupunta upang magreport at magprocess ng pagpapalipat sa inyong pangalan. Ito po naman ang tamang proseso.

A fellow rider sent us Col. Bosita's Facebook post where he mentioned that we may process the transfer at the nearest LTO Office (thank you, Bro Jonas Malabag for this). However, by personal experience, FIVE (5) OUT OF FIVE (5), we had to go to the LTO Office where our bought cars/bikes were originally registered. The good Colonel, however, provided contact information should the nearest LTO Office deny us of this service.

Pahirap din s mga Repo Users dahil kahit nabawi na ng mga Casa ang motor at sila na ang legal na nagmamay-ari, hindi naman inililipat ng mga Casa sa kanilang pangalan ang mga repossessed or batak na motor.
WORSE, 20,000 to 40,000 PESOS AT MAAARING PAGKAKULONG ANG MULTA KUNG MAHUHULING LUMABAG/LUMALABAG SA BATAS NA ITO.
PARA SA MGA GUMAGAMIT NG OPEN DEED OF SALE o ODS.
PAUMANHIN PO. ILIGAL PO ANG OPEN DEED OF SALE! Malaking problema yan lalo at hindi mo naman kilala ang Registered Owner kaya paano mo maipapalipat sa pangalan mo ang motor, lalo na kung wala kang supporting document galing sa Registered Owner.
Sa mga nakapangalan naman sa kamag-anak o asawa, pwede naman daw po ang Authorization Letter with Valid ID (photocopy) ng Registered Owner, ayon sa LTO Main. Ganun din naman po sa mga Company-issued motorcycles.
PERO MY PROBLEMA PA DIN SA AUTHORIZATION.
As we all know, hindi lang naman LTO ang implementing agency. Kasama ng LTO ang PNP-HPG. Sa LTO, ok ang Authorization Letter. Sa PNP-HPG at mismong PNP kaya? Nangangamba tayo na baka matulad yan sa LTO LED Memo na hindi kinilala ng PNP-HPG. Despite the fact na naglabas na ng Guidelines ang LTO sa paggamit ng LED ay hindi naman sinunod o kinilala ng PNP-HPG. Ang ending -- MARAMI PA RIN ANG MGA NAHULI.
The Riders of the Philippines (ROTP) is currently preparing for the filing of TRO o Temporary Restraining Order, pero alam naman nating hindi po biro ang gastusin dahil hindi naman po libre ang serbisyo ng mga abogado.
KAILANGAN PO NAMIN ANG TULONG NG RIDING COMMUNITY.
For the meantime, the ROTP is seeking amnesty para mapahaba ang 3-DAY GRACE PERIOD sa pagpapalipat ng mga rehistro ng mga motorsiklo sa mga bago o current owners nito, dahil na rin po sa kinakaharap nating COVID-19 Pandemic.
SANA PAGBIGYAN TAYO NG LTO.
Rest assured na gagawin po natin ang lahat para sa laban na ito.
